Clergy, staff, and volunteers must not engage in physical, psychological, written, or verbal harassment of staff, volunteers, or parishioners and must not tolerate such harassment by other Church staff or volunteers.
7.1. Clergy, staff, and volunteers shall provide a professional work environment that is free from physical, psychological, written, or verbal intimidation or harassment.
7.2. Harassment encompasses a broad range of physical, written, or verbal behavior, including without limitation the following:
- Physical or mental abuse.
- Racial insults.
- Derogatory ethnic slurs.
- Unwelcome sexual advances or touching.
- Sexual comments or sexual jokes.
- Requests for sexual favors used as: - a condition of employment, or - to affect other personnel decisions, such as promotions or compensation.
- Display of offensive materials.
7.3. Harassment can be a single severe incident or a persistent pattern of behavior where the purpose or the effect is to create a hostile, offensive, or intimidating work environment.
7.4 Allegations of harassment should be taken seriously and reported immediately to one's supervisor or to the Diocese Human Resources Department. The Diocese will investigate all claims of harassment. The Diocese's prohibition against harassment policy, as the policy is set forth in the Catholic Diocese of Rockford Employee Handbook, shall be followed. The investigation procedures adopted by the Bishop of the Catholic Diocese of Rockford will be followed to protect the rights of all involved."
(Webmaster's note: The director of the Rockford Diocese's Human Resources Department is none other than attorney Ellen Lynch, the same attorney battling in criminal and civil courts against victims/survivors of clergy sexual abuse on behalf of Bishop Doran. Lynch has recently been named in a lawsuit, along with Rockford Misconduct Officer, Msgr. David Kagan, with the allegation that they made derogatory statements on an answering machine of a clergy abuse survivor. Jarmoluk." -from the home page of the ctlnyc web site which promotes a 'documentary' being made about Jarmoluk. Simon and Jarmoluk each saved a voicemail left for them in the summer of 2004. Both voicemails were posted on the internet almost three years later for the entertainment of others.
"...the release of voicemails that are communications between a parishioner and their pastor contradicts every ethical and moral standard we promote at the USCCB." -a representative of the USCCB legal department when asked about the voicemails posted on the ctlnyc web site more than two years after the fact.
