Maximum Capacity of St. James Church 850 or 1000?

I have contacted Rockford Register Star journalist, Betsy Lopez, regarding the fact that St. James zoning application indicates that the maximum capacity of the new church is 850.  Ms. Lopez stands by her writing that the new church will seat from 850 to 1000 and the current church seats 300 to 350.

City of Belvidere:  Your zoning ordinance on church parking requires a ratio of 1 on premises parking space to 5  of  a church’s “maximum capacity”.  Why are you using the low capacity of 850?   Why not 1000?  Why not a number in between?  Does St. James need only decrease the number of permanently affixed seats to change its capacity and thereby its required parking spaces.  Evidence has already been presented that the brochure soliciting funds from parishioners indicates a 1000 capacity church. Please tell the people on what basis the low figure of 850 is being used for maximum capacity.
